Introduction

CDRF initiated the Public Budget Reform Program in March 2005 that would last for two years. The whole program consists of five parts, i.e. research, evaluation, training experiment and communication. Public Budget Reform Program aims at broadening research fields of public budget, promoting supervision, the participation by the public in, media and NGOs in budget formulation and implementation and improving the evaluation capacity on public policy. At the same time, the program committed itself to introducing participatory budgetting model and exploring a public pattern more suitable for China's current situation. In 2006, supported by CDRF, the Participatory Budget Experiment is conducted in Wuxi City (Jiangsu Province) and Harbin City (Heilongjiang Province). The Participatory Budget Experiment is the first attempt to introduce public participation into the process of social development fund allocation. It is also an exploration into a possible effective model of allocating funds intended for social development purposes at the grassroot level of urban government. At the same time, through public biding, CDRF supported several important research projects. During the past two years, the program is supported all along by the Financial and Economic Committee of National People's Congree, Committee for Budget Affairs of National People's Congress, the committee for Economic Affair of the Chinese People's Political Consultative Conference, the Institute for Fiscal Science Research of Ministry of Finance, Ford Foundation, DFID, IDRC, International Budget Program etc.
